The Course of Study states, "the goal of Moral Education is based on the fundamental spirit of education definedby the Fundamental Law of Education and the School Education Act. In other words, without ever losing thespirit of human dignity…" This paper regards "human dignity," "perfection of human character," and "reverence for life" as the backbones of the basic principles, and discusses them chronologically as theydeveloped, with a focus on the debate leading to the Fundamental Law of Education.
