40 周年を迎え、過去 350 団体が受賞した。受賞団体 （以下団体）がその後、どのような経過を辿ったのかについて、活動の問題点、団体活動発展を左右する機 能条件の実態を探り、今後のボランティア活動の発展に資することを目的として調査研究を実施した。その 結果、ボランティア活動を実施する上での課題として、①「メンバーが高齢化している」「新メンバーが集 まらない」というメンバー不足の課題。②行政の下請け機関として活動していて、団体の自主性が損なわれ ているという課題。③活動経費（会場使用料や研修費）が足りないという課題。④団体を支援していく社協 （団体が支援を期待している社協）がボランティアの専任職員が置けず、支援不足であるという課題の 4 つ が浮かび上がった。これらの課題を解決するためには、①団体の活動にはコストがかかることを行政や社会 が認識し、バックアップする体制を整えることが必要である。②その中でも支援機関として期待されている 社協ボランティアセンターの機能強化が求められている。具体的には、ボランティアアドバイザー制度を充 実させることで、団体に対する支援が実施できると考える。③行政と対等な契約を結べることができるよう に、NPO の法人化に対する支援も必要である。といった３つが必要である。 さらに、団体の持つ課題と同時にその支援を団体から期待されているのは社協ボランティアセンターで あることがわかった。つまりは、社協ボランティアセンターの支援が充実することが団体の継続と活動の質
