In 1941, The Ministries of Health and Education introduced a physical examination for children who planned to work after completing primary school and deemed the children with tuberculosis as “inappropriate for employment.” In 1942, the bacillus Calmette–Guérin vaccination was introduced for the children who planned to work. In 1943, the vaccination target group was expanded to include all children, regardless of negative and false positive tuberculin reactions. The purpose of the vaccination was to prevent the onset of tuberculosis, considering that among the people who found employment in the factories and business establishments after completing primary school, the number of those who contracted tuberculosis due to factors such as environmental changes had increased. The most important outcome of the physical examination was identifying the persons who had contracted tuberculosis, classifying them as “inappropriate for employment,” and preventing them from finding employment in factories or business establishments. The physical examination did not clarify the problems of the persons undergoing the examination.
