The actual use of grants specifically provided for low income applicants is low,yet the actual use of other subsidies open to all applicants is high. Although there are significant differences in the actual use of grants across communities, the effectiveness of there grants are generally highly values by system administrators.Municipal systems vary as to the kinds of construction that are covered by subsidies and local offces also differ in what they view as acceptable use of grant money.
