 note = {110007156461, これまで、少なくない知的障がい者は地域から排除されてきた。かつて学校から排除され、不就学にされていた時代、知的障害児施設への入所がその代替となった。養護学校義務制実施により教育が保障される時代になったが、多くの子どもたちが生まれた地域を離れた。さらに卒業後も知的障がい者施設入所のためにより遠隔の地に行かざるを得ない人たちも多くいた。それらがどのように行われてきたのか、北海道を例にその実態を明らかにするとともに、脱施設化をめざし、とりくまれているグループホーム設置の動きとその問題点、めざすべき方向について論じた。, In the past,a significant number of intellecually handicapped children were excluded from regular schools and put into special institutions.After the establishment of a compulsory education school system for the handicapped,meny of these children had to leave their home towns. After graduation,many had to move further in order to enter other institutions. This paper looks at some cases in Hokkaido to clarify how handicapped children and people were institutinalized, and discusses some issues surrounding group homes established as a part of a deinstitutinalization movement.},
