| 内容記述 | 本研究は日本の生活保護行政の「濫給防止」的制度運用が、生活保護制度にスティグマを付随させたことを明らかにする。そのために生活保護行政(主に監査)に着目し,その制度運用について戦後から1990年代までを議論の俎上にあげ,分析・検討・記述等を行った。 その結果,生活保護行政は福祉経営的な視点が欠如し,スティグマの認識を持っていなかった。よって,生活保護行政の制度運用は的確性を欠き制度にスティグマを付随させてしまった。そのことから被・要保護者の「最善の利益」は生活保護では確保されてこなかったことが明確になった。 |

| 内容記述 | This paper shows how policies to prevent the bloating of public assistance payments「rankyu-boushi」have served to stigmatize the system of public assistance in Japan. To that end, the post-war history of administration of the public assistance system is examined, primarily though an analysis of audits made up to the end of the century. Results show that the administrators of the system lacked a vision of welfare management and failed to perceive how use of the system might carry a stigma. Consequently, administration lacked direction and focus, and a stigma came to be attached to its use. Thus, it is clear that the well-being of social welfare recipients has not been secured by the system of public assistance. | |||||
